A Contingent plan to prevent breaches of water bodies during the monsoon

With the coming in of the monsoon rains, the district administration gears up its Revenue machinery to prevent breaches of tanks and water bodies.The collectors are busy issuing instructions.They percolate down to the village administration units level.All said and done when a depression sets in the bay ,what follows is not rain,but down pour as if a slit has been made in the heaven slashing the flood gates and as though the hanging dam above the head is crashing down with all its fury and the resultant damage to life and properties when the machinery has to be a mute witnes to the blind fury ,only waiting for it to subside so that whatever aftercare can be attended to

This drill has become more mechanical ,without paying attention to minute .yet most telling details which requires pinpointing the main culprits for the destruction caused by the natural cyclic events.A careful planning with pragmatisc approach can lessen the damage if not prevent it..Now let us analyse the machinery.We must ensure all posts are filled up and all men on leave called back.If necessary temporary force locally recruited for a brief period will deliver the goods..I have seen youthful volunteers comming forward during such emergencies even unmindful of their own personal safety.Such boys and girls at the village level should be encouraged by the district administration with a pat on their shoulders,

Having ensured the preparation of men force for the disaster management we must doubly check whether all materials and instruments are available and in good shape.The district collector should himself have a set of rain coats ,umnbrellas,rubber boots,torch lights etc.He must also ensure that all his subordinate men designated for action are provided with them and trained to wear them without minding their queer appearance.

Chenglepet district is called "The district of lakes",.having the largest number of lakes in in the state.While the writer was distirct collector of this district in late eighties,a laughable incident came to pass.In a particular village the breaking of the bunds of atank was imminent.I rushed wearing boots and the rain coats with my personal clerk and the daffador.In less than an hour we were able to reach the spot.But lo! the the breaches hade already occurred and the people prayed that I stayed back and that they would summon men and do the needful to close the breaches.The breaches did their due damage and now plucking the breaches had to be attended to..The village ayacutdars were allowed to carry out the work and later they were reimbursed Iwas fully geared with all the paraphernalia,yet the damage had ben done.And it is repeated even today and still they are being repeated.

I sat back and ruminated over the entire gamut of nuts and bolts,The main culprits for the tank breaches usually happen to be the encroachers of the foreshore .These usually are the locally powerfful political guys or the Old Village Headmen. They manouvre a drama of taking all precautions against breaches and clandestinely cause breaches near the sluices so that the flood recedes quickly and their encroached portions are safe from being submerged!

The trick lies in posting men well before the onset of cyclone and making the fore shore cultivators squarely responsible for tthe breaches if any. A drive for removing encroachments in the foreshore portions and the catchment areas well ahead of the onset of monsoon is absolutely necessary.Encroachments in water bodies and on the river courses should be made a cognizable offence,.The collectors shall not hesitate to invoke the most deterrent powers in their arsenal.

In 1972 we received a message in the vellore collectorate that the Bavani dam was in imminent danger of surplussing.Immediately Mr Arumugam the then collector ,with the superindent of police Mr Ramiah, rushed to the dam. We set up wireless etc. By the time we reached the dam ,it was surplussing.We saw tens of yoked bullock carts floating and falling over the the surplus flood sluices with a deafening noise.In a few hours flood entered in to villages. We could at best post some police men for security at the village posts to prevent theft. We could not prevent the damage.Only an Authority created for Interstate Rivers can handle such situation with prompt warning measures.

Some zealous collectors acting in haste sometimes they become victims of the fury of Nature. When Vaigai was in spate in 1970 Lakshmikanthan Barathy tried a few helicopter sorties to rescue the stranded in the flash flood .When he could not succeed, trained fire service personnel came forward.They could rescue a few in one or two sorties .But when they swooped too low the flood was sucked by the vacuum created by the fast swinging blades and the copter burst in to two.

An advanced State of the art training to tackle Natural furies is a must to the District administration and they be provided with all necessary powers for Disaster Management

BOMBAY BLAST

Terrorist bombing

As I opened the paper,

And read about the bombing,

My heart turns topsy turvy,

At the horror of the bombing

Is human life so cheap?

I pondered

My heart went to the people

Who have lost

Their kith and kin

In this gruesome act

But I fail to understand

What gains terrorist obtain

By killing innocent people.

Have they realized their objective?

I wondered,

I also prayed,

That a supernatural power,

Descend on this earth,

Whether Jesus, Allah or Krishna

And turn this earth a paradise

Rather than hell.

The south west monsoon is ahead of time. It augurs well for the new government when there is copious water in the reservoirs and the delta farmers plough happy. The loss due to Tsunami has to be made good by bumper and additional harvests.

As things stand of today Samba is well assured, kuruvai too. Thaladi is most likely as the monsoon has not fully arrived. It may bring much rains and our dams will be full.

Health care

It is during this season eye diseases abound due to wind swept pollens and other irritants in the air. Please guard your eyes while exposing to the weather wind.

If irritating do not rub eyes but wash with clean water frequently. Rubbing gives apep to the micro organism by creating a good ambience for multiplication. Even if intense itch is there if you withstand for a minute they will have a natural death due to tears which give them a wash off.

TACHYON
